It might also be a map issue. In OpenStreetMap, a speed camera is not a very simple object: a relation must be established between the camera itself and the monitored road/street.
I guess someone has already requested this, but please provide 1 or 2 examples of camera(s) not being announced and their position, so we can also check if they are properly mapped.
