By "that" I assume you mean my suggestion to edit the master OSM data? You did not quote any context for me to know for sure to what "that" refers.
Have you updated your on device maps since you made the change? And did the change get made with enough time for the next map update to consume the change?
If yes to both then you've likely discovered a bug you can report because this this would imply that OSM is not paying attention to the highway=construction tag to mark a segment non-routable.
