How much distance apart are the start and destination. For longer distances it can take OsmAnd some time (longer than 2 seconds) to complete its routing computations.

I tested 4.8.4 with a route of about 1-2 miles, and it completed reasonably quickly.

Just retested, with a route that OsmAnd says is 2.49 miles long, it took about 11-12 seconds to compute, all with GPS turned off.

For V4.8.4 offline routing (GPS switched off) works just fine (just
tested to be sure).

You do have to define a start and endpoint that is not dependent upon
GPS (so Osmand's default start point of "my position" will not work
with GPS off, as "my position" needs GPS to know where to start from).
