Addition:
I don't know why but I needed to make RTL's resampling rate double of sound driver's rate like : -r 48k . | .. -r 24000 .. otherwise the auido speed can't be correct. Probably because I am using a USB sound card and I think it is mono. One more note, none of software like jack, pulseaudio etc. could help because all of them run above alsa, alsa always exists and the problems comes from alsa. 73, Murat
