One idea for a possible (complicated) work-around would be to run two instances of osrm in parallel, where one would have the congested area removed, and the other would include it. Then it the front-end determine geometrically whether start or end is inside the congested area. If this is the case then query the instance that includes the area, otherwise query the instance that doesn’t include the area.
