Is the client that won't connect on the same VPC?  if not you're going to
have to open access, but i suspect it is, so then is the client that won't
connect on the same subnet?  Are your security groups to restrictive for
this client to manager communications.  If you can't connect with nc, i'd
look at your firewall/security group settings on the manager.
