It's not just if you are black though, in most cases if you have any  
non-white blood you are identified by that portion.    A half-japanese  
person is considered by the majority here to be Japanese.  Even many  
whites class themselves as less about being white than about their  
base ethnic makeup.  Maybe that comes from the fact there are so many  
different groups that have come here, I can't say to that.  But  
regarding being black it comes down to slavery and the "one drop" rule.
