But if you think they are pirates or terrorists, then you're not  
breaking the laws. They can be in international waters and you are not  
breaking the law. Every nation has a duty to apprehend pirates and  
terrorists. Israle thinks the Palestinian "terrorists" are receiving  
supplies. So they search ships. There is a blockade. If they were  
deliberately trying to run the blockade then what are they to expect?

If the aim is to deliver aid, then good intentions don't count.
