Just because you're still doing wrong, doesn't mean you can't apologize for the wrong done thus far. Or must we wait until 50 years time when the chapter is "closed" but nobody involved is around anymore--somehow that's more genuine and not even more hollow? There must be an optimum 15 minutes in between somewhere... be sure not to miss it. If words before actions ring hollow, then the entirety of Obama's inauguration speech is hollow, because he's talking about stuff he intends America to do. Pick any issue, and we can say, pffft, bollocks, that's just talk, we'll wait until you deliver. And yet everybody is so moved by his speech. Once again, an avoidance.
