What makes you say that?  Bush had less public support: a minority of  
the electorate, smaller majorities in the House and Senate than the  
Democrats currently have, and was replacing a President whose policies  
had been reasonably popular.  I'd say he managed to execute quite a  
bit of change, even if it was almost entirely for the worse.  I remain  
cautiously optimistic that Obama will be able to execute quite a bit  
of change, this time for the positive.
