This is, I think, a huge concern for any application used. The mgmt tools are, and should be, a big concern. That is one thing about Oracle that has made it be in as many places as it is. The oracle tools are some of the best to work with really. I'm use it from more of a dev perspective and those tools are some of the best I have used. TOAD is pretty neat too. There is razorSQL, which i've not used but have heard of.
