It really comes down to whether you feel that basic health care for all ought to be a requirement; until we settle that question it's a slippery debate. For instance, those who object to universal health care often cite a requisite lowering of standards - given how much waste there is in the system, and how costly emergency care is compared to preventative care, it's not convincing.
