No money to be made? Let's see… You build the pipeline shit-cheap, you get insurance as if it was the highest quality imaginable. When it is destroyed by insurgents you get the insurance money. If it is not destroyed it will burst the first time it is used, then you claim it was sabotaged and get the insurance money anyway. :j
