in fact, we've decided to sync ubuntu packages from debian and avoid to diverge in both strategies which can create inextricable issues as it seems to happen presently between debian import freeze planning and ubuntu next LTS, see recent discussions on ubuntugis:

Hopefully we'll be able to solve the license issue with 6S soon to package it again for debian and ubuntu (we're also working on it).

    Ubuntu packages are now pulled from debian gis (as most ubuntu
    packages are). Debian has a strict licence check policy and the 6S
    third party library we use in OTB is distributed without any
    licence. Therefore we deactivated it (and consequently the Optical
    Calibration tool) in debian packages. This is going to be solved
    soon. In the mean time, if you need the optical calibration, you can :
