Well that would have to be discussed with QGIS and processing plugins devs. 
From what I understand, OTB+QGIS works out of the box when installing with 
OSGeo4W which installs both and sets paths automatically (on windows). On other 
platforms users have to download and set config paths to the OTB installs 
(unless it’s a system install which is found automatically). I think that’s an 
ok nominal situation. I’m not sure why Brian Kuns is seeing that issue.

FYI I also did a PR a while ago to improve the situation with multiple otb 
installs a tiny bit:

Hello Victor,
Wondering if this could be solved once and for all...  A PR to qgis which will 
download and install OTB package if not found (interactively) for all platforms.
Since each plugin is running in isolation with qgis. This could be achieved. 
what do you think?

Hello,

I apologize to be asking such a simple question, but I have spent several hours 
now trying to get either Monteverdi to work or OTB tools in QGIS to work with 
no luck.

So, I wonder if I can get help installing OTB tools for QGIS. I am running 
2.14.3 Essen (64 bit stand alone version) on my Windows 10 machine. Separately, 
using the OSGeo4W 64 bit Network installer, I downloaded the three necessary 
OTB modules, plus dependencies. What do I need to do now to get OTB to work? 
When I go to Processing > Options > Providers >  Orfeo Toolbox, there is an "x" 
in <activate>.

I have tried to set the application folder and command line tools folder to the 
paths indicated in an answer to a question in this group:

"OTB applications folder" should point to :
C:\OSGeo4W64\apps\orfeotoolbox\applications,

and "OTB command line tools folder" should point to :
C:\OSGeo4W64\bin

When I click on OK, I get the following error:
