Hey! It's a proxy problem that I had. I solved it using freegate software. Just run the freegate, then run osge4w installation. choose advanced install < install from internet < next < next < use HTTP/FTP proxy proxy host ---- localhost port 8580 in the following steps choose the utility or software you want and you won't get the error anymore.
