Hi Lynn:

Your idea of the gait belt/ handling belt is correct. It could be a broad
cloth belt with loops to hold on to, padded strap belt with loops or, a
canvas/ rubbing belt. They are fastened by a turn-buckle, or snap-ons.

I agree with your concern about it being loose. The correct way to have it
on, is to have a two-finger allowance with a snug fit, so that it may not
drag-up to the axillae.
