Hi Chuck:

The reasoning behind this idea is focused on immigration, rather than
being
focused on the license.  The idea being that if you have the license but
do
not have your working papers having a license is moot.  But if one has
the
license then equivalency in a licensed profession is established and the
INS  can take the professional credential into account for immigration
and
labor certification/work authorization purposes if you will.  Besides of
course the licensing body (NBCOT) / licensing exam body gets to collect
the
fee regardless....!!!

At least this is how I see it.
