Now let's take a person-centred approach here...  I do not have a vested
interest in the immigration and licencing process, and do not wish to lobby
congress.  However, I do think that Chuck has a valid beef in that it would
seem to me more logical to grant the visa conditionally on passing the
licencing exam, rather than forking out for the exam and then taking your
chances with a visa application.  I am sure unsuccessful applicants would
not be overjoyed about the financial loss paying for the examination fee and
lost time preparing for what could possibly be a fruitless mission in the
first place!
