Hi Laura, I had never heard the term VACTERL syndrome before so did a quick 
check on the internet, if you go to this website you can find out a bit more

I would assume that as with any child with complex needs you treat according to 
the presentation of the child and address his/her functional needs and since 
this appears to be what you are already doing I'd keep going...
