I am not an American but I can certainly sympathise with your situation. What is similar in Canada is the fact that politicians are more likely to listen to their constituents. But it would probably help if the AOTA also put forward an agenda for change which could be submitted to your government but which could also be sent to all OTs so they have the statistics and other relevant facts when lobbying their individual Representatives and Senators.
