I did some research and found that OT is not one of the core (or required) 
services for a hospice.  The core services are:
Doctor of medicine or osteopathy
RN
SW
Pastoral or other counselor

The regulations do state that OT as well as the other rehab disciplines "must 
be available."  Title 42 of the Public Health Policy Part 418 for Hospice 
states that OT is covered for "symptom control or to enable the patient to 
maintain ADL and basic functional skills."

Since hospice is payed prospectively and OT is considered an ancillary service 
that does not increase gross revenue, it is no wonder why you see OT in hospice 
so rarely.
