I JUST got an answer from another list.

According  to  Florida's  FI,  the UPIN and Date Last Seen are no longer
required for OT/PT/SLP in outpatient therapy.

This is great news!

I'm  not  sure  if  everyone  recognizes it, but the recent changes from
Medicare  are  great.  While  not giving therapists "direct access", the
changes do bring us closer. We no longer need to get a prescription from
a  doctor  prior  to  seeing  patients  (unless you live in a state that
requires  it). However, patients are still required to be under the care
of  physician  and they must sign/date the therapist's plan of care. But
it seems to me that we have just a little bit more autonomy!
