Under RedHat, Apache usually doesn't run as 'nobody', but as 'apache'.
Use this:
/opt/otrs/bin/SetPermissions.sh otrs apache
If it runs as 'nobody', use:
/opt/otrs/bin/SetPermissions.sh otrs nobody
