This is the default behaviour.

Enable $Self->{CustomerGroupSupport} in Config.pm, group your customers,
and assign their groups to their specific queues. Revoke all other
rights. Take take that the customers do not belong to any of the groups
mentioned in $Self{CustomerGroupAlwaysGroups} = ['users', 'faq'];
