I'm pretty new to otrs, but it seems like you could run this query:             
                          
                                                                                
                          
SELECT setval ('"ticket_id_seq"', 12041, true);                                 
                          
                                                                                
                          
It should update the sequence so that the next ticket will be 12041             
                          
(possible 12042).  I got this query from a dump of my otrs postgresql
