My GenericAgent.pl is not in ~otrs, it's in ~otrs/bin. Is there where I need to be?

It's not about GenericAgent.pl, but GenericAgent.pm. To make sure it's there, type:
# ls -l ~otrs/Kernel/System/GenericAgent.pm
