We had a similar problem to this which appears to be caused when otrs does
not have write permissions for TicketCounter.log. If you go to the admin
page and then check the System log you end up with a series of entries that
look similar to the following (apologies but doing this from memory):
Killing PID 1234 which has been running for 1 hr
An instance of PostMasterPOP3 is already running (PID 1234)
An instance of PostMasterPOP3 is already running (PID 1234)
An instance of PostMasterPOP3 is already running (PID 1234)
An instance of PostMasterPOP3 is already running (PID 1234)
An instance of PostMasterPOP3 is already running (PID 1234)
An instance of PostMasterPOP3 is already running (PID 1234)
Cannot write to TicketCounter.log
Interestingly PID 1234 does not appear when you do ps -aux. We solved the
problem by giving TicketCounter permissions of 777 although I'm sure this
isn't the correct solution!
