different users for OTRS ans Apache, you have to change to group of
/opt/otrs to the primary group of the Apache-user.

You can download the packages via the Admin-pages, but only if you have
no proxy or it doesn't need an authentication.
Otherwise, download it yourself ftp://ftp.otrs.org/pub/otrs/packages/from
