You could define a GenericAgent-job that finds only these tickets which
should be forwarded after creation.
For this job, you have to write a small generic-agent-module which does
the forwarding.
Use the examples in ~/Kernel/System/GenericAgent
and the API-doc on http://dev.otrs.org/ to see how this can be done.
