I suggest to move your OTRS temporary to default-configuration by
deleting Kernel/Config/Files/ZZZAuto.pm (= Sysconf) - backup it befor ;-)
Perhaps, you also have to comment permission-specific settings in
Kernel/Config.pm.
Then, access to CustomerID-link should be granted because you described
that your agents have full group-rw-rights.
If you get access, reimplement your wanted configuration step-by-step
until you see the mis-configuration.
