OTRS interface functions through Apache so Apache failing means your can't access otrs. WIth the windows install I am not sure if apache reports errors to the Event log or if it creates a log directory and logs in there. In either case there should be dome details that will help explain the failing. Look for Apache or similar in the event logs, or for a https.err, httpd.log, or possibly something like access.log. These files are just text file and may be opened with any text editor. LQ ps - will be offline most of the next few hours.
