Do you mean Exchange will refuse it or is it the system administrators?

It seems they are using Exchange's privative protocols to manage e-mail 
(MAPI).  Still it is possible that SMTP is available only to authenticated 
clients.

You should be able to use it to fetch mail.

They both are not necesarily related (i.e.: different servers for SMTP and 
POP/IMAP).

As weird as it seems, there are servers that will accept mail to be delivered 
through POP/IMAP by means of the "outgoing mail folder": everything thrown to 
the "outgoing mail" will be processed, passed to the MTA daemon and 
delivered.  It's just not usual but feasible.
