I figured it out.
I edited /opt/otrs/Kernel/Output/HTML/Standard/AgentFAQ.dtl and replaced the
instances of wrap="$Env{"BrowserWrap"}" in the textarea tags with
wrap="soft"
I also tried wrap="off" but I think I preferred "soft".
