Hello Wayne,
I think this is wanted and no error, you have to search for "*" to list
all users or customers. Since I work with OTRS only since version 2.3 I
didn't even know another way.

But be careful, I couldn't yet manage to get a complete list. The
results seem to be limited to 250 entires, but you don't get a warning
about that. I'm still analyzing if it's a bug or my fault.
