You're right, there is no Ubuntu (or debian) package for  SOAP::DateTime.
Luckily it is just a one file install via the CPAN. Just make sure you run
CPAN as root! Otherwise you'd install the package only for the current user,
and not for *www-data* and/or *otrs*.

I have suggested to the package maintainer of the OpenNMS integration to
just include the SOAP::DateTime package in otrs/Kernel/cpan-lib so the
installation experience will improve.
