Hi,

The default behavior is safer since it will take more than a single step to say 
edit or make invalid an user/customer. If you definitely want to change it, I 
guess you could edit the Admin page and replace /otrs/index.pl?Action=AdminUser 
for /otrs/index.pl?Action=AdminUser&Search=* (similar for customers)
