It depends on how you use the OTRS customer interface. if you use the “plain” 
OTRS customer interface this is not possible. If you use the customer interface 
as an integrated interface it might be possible by providing these details 
using POST or GET values.

You could change the HTML to “move” the specific FreeTextField to the place 
where you want it. but keep in mind that this will remove the upgrade option or 
at least makes the upgrade more complex. A second drawback is that you either 
need to live with all FreeTextFields at this place or you will have to define 
the place for every single FreeTextField.

Where is the issue actually with having the field below the text field?
