I want to match that a value is NOT cat OR dog and that the field maybe
empty.

((?!cat)|(?!dog)) matches if the value is NOT cat OR dog, but it doesn´t
match if the field is empty. As described I already tried
(.{0})|((?!cat)|(?!dog)) for example.
