There is no limit on the number of packet in message send to controller now. We have faced a lots of problems for this when user is doing ip scanning. ovs will send a packet in message to controller after table lookup miss. I think that it's better to take the design from hardware switch asic: ovs could limit the packet in message number by input port, table and bridge. If it's acceptable, I will try to implement this.
