I guess that's the only way to do if ovs-ctl doesn't provide the option to configure 2 schema files. The ovs-ctl man page says: ovs-ctl start by default starts ovsdb-server and ovs-vswitchd. If you want to only start/stop ovsdb-server you can do so by passing '--no-ovs-vswitchd'.
