ovs-ctl start by default starts ovsdb-server and ovs-vswitchd. If you
want to only start/stop ovsdb-server
you can do so by passing '--no-ovs-vswitchd'. Please see this for information -

You can also stop ovsdb-server directly using ovs-appctl
- ovs-appctl -t ovsdb-server exit
