As the 1-wire counter is discontinued I tried to make my own counter

It all stared when my energy supplier changed the energy meter to
electronic one with blinking led. It pulses 1200 times per kWh.
I read those pulses with phototransistor and amplify it with NPN
transistor (74hc590 counts when input changes form low to high).
Then I attach the output from 74hc590 to ds2408 and I get the value of
the counter by reading sensed.BYTE.
It works almost well but sometimes I get double counts. I' rather an
amateur so I don't exactly know what's wrong.
I suspect that I need to add some capacitor to smooth the change form
low to high.
Could someone with better knowledge than me look at the schematics and
suggest a solution?
According to the counter.png, the emitter and collector of Q1 are both
tied to ground.
I am not certain how this will work wired as such.
