I have exactly the same scenario in terms of new electricity meters with 
Flashing LEDs that indicate power consumption, however I was able to buy a 
counter module from HobbyBoards here:

I just added a couple of photo transistors between the 5V line and each of the 
counter A/B inputs as I have 2 meters.

Seems to work just great. I stuck the phototransistors to the meter with some 
bluetack so that it blocked ambient light and held it to the glass.
