I have exactly the same scenario in terms of new electricity meters with Flashing LEDs that indicate power consumption, however I was able to buy a counter module from HobbyBoards here: http://www.hobby-boards.com/catalog/product_info.php?cPath=24&products_id=42 http://www.hobby-boards.com/catalog/links/dc2.5-r1/Dual%20Counter%20v2.6%20Schematic.pdf I just added a couple of photo transistors between the 5V line and each of the counter A/B inputs as I have 2 meters. Seems to work just great. I stuck the phototransistors to the meter with some bluetack so that it blocked ambient light and held it to the glass.
