Do you mean that this file (src/scripts/windows/libdns_sd.dll) is also
used in Linux (not only when compiling on windows ?)
Grepping the sources, it seams only used protected by "#if OW_CYGWIN",
Linux using "libdns_sd.so" (in
module/ow{lib,net,shell}/src/c/ow_dnssd.c)
And src/scripts/windows/Makefile.am only install it under "HAVE_CYGWIN"

As I said in my second mail, libdns_sd.dll seams to be a precompiled
windows DLL of a patched mDNSResponder-107.6 (two commits by 'd1mag' on
2006-10-30, thanks to git-cvsimport and gitk)

If this file is not useful, it can be removed.
If windows users find this file useful, it can be either kept in the
tarball (I will redo the tarball for Debian), or removed (and rules to
generate it added in a Makefile or a README).

I do not know enough the Windows plateform to know what is the best
here.

  Regards,
    Vincent
