Most of the irritation is because the body isn't mesauring air
temperature, but temperature in a layer ~1mm below the skin surface
while it is heated with 37°C/tight contact from inside. That means, it's
more important how fast the skin loses the heat from inside than what
the outer temperature is.

Put some styrofoam into the fridge, then compare the cold styrofoam to
tap water. I bet you feel the water is colder.

That said, forget all heating control if you want to feel cozy. Instead,
wear another sweater.
