Would the cegcc project work? http://cegcc.sourceforge.net/
Our windows port usually uses cygwin, which does not support CE.
The cegcc project's wiki doesn't load for me so I can't figure out if the
posix api is supported.
Basically owfs uses straight C but uses posix threads, posix serial port
and socket handling, and libusb. Cygwin supports all these.
