Some days ago I received my CAT5E patch cable from Ebay. I ordered the
cheapest one (10m cable, 4USD with international shipping from HongKong).
It was the very same as yours - no twists, very bad insulation (ohm-meter
showed that the wires are not completely insulated from each other!). It
also looked very low quality. It has "CAT5E" printed on itself.

Nice. I'll be more careful next time with too cheap products...
