As a wild guess, since this is a new machine, does /mnt/1-wire exist?

Yes owfs should be running. You can try it manually, with debugging, to get
more information.

First, try owserver from the command line:
owdir -s 4304

start up owfs:
owfs -s 4304 -m /mnt/1-wire --debug

and see if the debug messages give any information.
