No. Sourceforge had a hiccup just the time you asked, so maybe they
hadn't got the latest update from yesterday restored.
It's there now.

More isn't needed. After configure, check the list of optional owfs
features and install the neccessary development packages, then
reconfigure if something you want is missing. For the start, you only
need owserver and tools.
